The Aging of the Registered-Offender Population in the United States

Public discussion of sex-offender registries often assumes that registrants are relatively young and that registry size primarily reflects recent criminal activity. This study examines a simpler, more defensible question: How old is the population currently listed on U.S. registered-offender registries?

Using date-of-birth information from publicly available registry records, this analysis describes the age composition of the registry as of December 31, 2025. It makes no claims about offense timing, recidivism, or risk.

    • Age is computed as the number of full years between an individual's date of birth and the reference date.
    • Pre-filled age fields were not used.

Inclusion criteria

  • Records with a valid date of birth were included.
  • Records missing date-of-birth information were excluded.

Sample size

  • Total U.S. state records observed: 786,827
  • Records with usable date of birth: 559,546
  • Records excluded for missing DOB: 227,281

All results below are based solely on the records with usable date-of-birth data.

More than two-thirds of individuals on the registry are age 45 or older, and nearly one in three are age 60 or older.

State-Level Variation

While all states show an aging registry profile, the degree varies.

States with the highest share of registrants age 60+

Examples include:

• Hawaii
• New Hampshire
• Nevada
• Arizona
• Maine
• New Jersey
• New Mexico
• Florida

In these states, roughly four in ten registrants are age 60 or older.

States with relatively younger registry profiles

States such as:

• Ohio
• Oregon
• North Dakota
• Rhode Island

show lower—but still substantial—shares of older registrants, typically in the mid-20% range for age 60+.

Interpretation

This analysis highlights a central structural feature of modern registries: Registered-offender populations are substantially older than commonly assumed.

Several factors likely contribute to this pattern:

  • Long or lifetime registration requirements
  • Limited exit mechanisms in many jurisdictions
  • Accumulation of long-listed individuals over time

Importantly, this study does not suggest when offenses occurred, nor does it assess public safety risk. It describes who is currently listed, not why or under what circumstances.

Limitations

  • The analysis excludes records missing date-of-birth data.
  • Registry practices and data completeness vary by state.
  • Age alone is not a proxy for offense severity, recidivism, or risk.

These limitations do not affect the core finding: the registered-offender population is predominantly middle-aged and older.

Conclusion

As of late 2025, U.S. registered-offender registries reflect a population that is largely middle-aged, older, and aging further over time. Any discussion of registry size, scope, or impact should take this demographic reality into account.
